Dr. Larry Boese - California’s Statewide System of School Support (S4)
In previous work in the CDE office that coordinated the work of California’s Statewide System of School Support (S4) for Title I LEAs and schools, which included WestEd as a comprehensive assistance center and Regional System of District and School Support (RSDSS) offices in California’s eleven COE regions, I accomplished the following:
- Supported and evaluated the work of RSDSS offices to which I was assigned
- Co-developed and coordinated the process for the review of over 1,000 LEA Plans from districts, COEs, and direct-funded charter schools receiving Title I, Part A and other federal education funds, as required with the passage of the No Child Left Behind (NCLB) Act
- Drafted California’s Application to the U.S. Department of Education (ED) for School Improvement Grant (SIG) funds
- Lead the development and release of the first SIG Request for Applications (RFA) from LEAs with schools in NCLB Program Improvement (PI) Year 5, and coordinated the review of SIG Applications received from over 60 LEAs (before the California Legislature redirected initial SIG funds for formula sub-grants to LEAs in PI)
- Wrote the Request for Proposals (RFP) for the external evaluation of California’s S4 Program, coordinated the review and soring of proposals received, and served as the initial contract monitor for the firm selected to conducted the S4 evaluation study
