With his deep interest and experience with Title I and related federal education programs, Dr. Boese has made it his mission to stay abreast of the significant changes that ESSA brings to these programs as well as how they will be monitored during FPM reviews conducted by the CDE. He has followed these developments since Congress first began proposing language to replace NCLB, through the passage and signing of ESSA into law and the transition from NCLB to ESSA, to full implementation of ESSA at the state and local levels.
