Dr. Larry Boese - Research & Evaluation
Before my extensive experience with Title I LEAs and schools and with the S4 program, I served the CDE as an Education Research and Evaluation Consultant in the Office of Policy and Evaluation and Special Education Division, and in this capacity I accomplished the following:
- With a CDE colleague, designed and implemented the internal evaluation of Title I schools that received Comprehensive School Reform Demonstration (CSRD) funds from ED and the first cohort of schools in the Immediate Intervention/Underperforming Schools Program (II/USP), created by the passage of the Public Schools Accountability Act of 1999
- Supported CDE divisions and offices responsible for various education programs in developing and implementation program evaluations, either internal or external
- Monitored the contract to the American Institutes for Research (AIR) and three sub-contracting agencies for the multi-year evaluation of the California Class Size Reduction (CSR) program, and was also the contract monitor for the Math Implementation Study after the introduction of a new set of mathematics standards and instructional materials approved by the State Board of Education (SBE)
- Drafted non-regulatory guidance on the inclusion of students with disabilities in California’s State Testing and Reporting (STAR) assessment system
- Supported the Special Education Division and professionals in the field in examining alternatives to the discrepancy model for diagnosing students with learning disabilities, including research that lead to the development of Response to Intervention (RTI) programs
